Phnom Penh, October 7 (China News Service) – The Asian Development Bank (ADB) announced today that it has approved US$82.5 million in funding for the second phase of Cambodia's Energy Transformation Development Plan (ETDP).
The first phase of the ETDP, launched in 2022, will guide Cambodia's energy sector toward a more efficient and renewable development path by developing key policy measures. Building on this foundation, the second phase will further deepen regulatory reforms, strengthen the energy efficiency framework, and enhance policy transparency to attract more private sector investment into Cambodia's energy market.
ADB stated that a key achievement of this phase was the development of Cambodia's first minimum energy efficiency standard (MEES) for household appliances, initially implemented for air conditioners.
In addition, the second phase of the ETDP will establish an Energy Efficiency Revolving Fund to facilitate financing for local small and medium-sized enterprises (SMEs) to invest in energy-saving technologies. The ADB stated that this mechanism will effectively promote energy efficiency investment and green transformation across Cambodia.
The ADB's head of office in Cambodia stated that the Energy Transformation Development Plan will help the Cambodian government realize its vision, including achieving the 70% renewable energy share in the electricity mix by 2030, which is crucial for ensuring sustainable economic growth.
According to reports, Cambodia's Energy Transformation Development Plan will enter its third phase in 2027. By then, it will further expand the energy efficiency regulatory framework, develop renewable energy technology standards in buildings and industry, further attract private investment, and continuously advance the country's clean energy development.
