Cuba Is Developing A Plan To Address Severe Fuel Shortages

According to reports from Cuba Debate Network and Efe News Agency, Diaz Canel, the First Secretary of the Communist Party of Cuba and President of Cuba, stated at a special press conference that the Cuban government is developing a plan to address severe fuel shortages, and details will be announced in the near future. Diaz Canel stated that by 2025, Cuba will have restored over 900 megawatts of distributed power generation capacity; Promoted the repair and maintenance work of thermal power plants; 49 new photovoltaic power stations have been built, adding over 1000 megawatts of solar power generation capacity, significantly increasing the proportion of renewable energy in the national power generation structure from 3% to 10%.

However, against the backdrop of intensified external blockade and extreme scarcity of funds and fuel, the situation of ancient power plants is extremely severe, resulting in many positive effects of construction achievements not being realized.

Since December 2025, due to pressure from the United States, Cuba has been unable to obtain fuel from abroad, and the country's distributed power generation units have been shut down for a month, with a total installed capacity of approximately 1300 megawatts.

In the current situation, the Cuban government has made strategic adjustments to its power supply strategy, shifting from prioritizing daytime electricity for residents to prioritizing the supply of strategic economic activities such as agricultural production and exports, in order to ensure that the economic lifeline does not stagnate.
