Japan Faces New Energy Challenges As It Seeks To Expand Power-hungry Data Centers

Recent news reports indicate that generative AI is driving a surge in global data center electricity consumption. The International Energy Agency predicts that such data centers will account for 3% of global electricity consumption by 2030. Japan, a core Asian data center hub, is facing this challenge. Japan is actively attracting AI companies and chip manufacturers to build data centers and semiconductor factories, such as TSMC's Kumamoto plant, and has pledged carbon neutrality by 2050. However, renewable energy accounted for only 22% of its electricity generation in 2022. This increase in electricity consumption is directly linked to increased carbon emissions, raising questions about the compatibility of environmental protection and industrial goals.

 

Japan is experiencing a data center construction boom, with approximately 20% of its 275 listed data centers built in the past decade. This year, companies such as Princeton Digital Group have been deploying new projects in Tokyo and Fukuoka. These data centers are primarily concentrated in the suburbs of Tokyo and Osaka, leveraging well-developed infrastructure and stable geographical locations. However, data centers are energy and water intensive. A 100-megawatt data center uses as much water as 6,500 households and as much electricity as 100,000 households. Furthermore, they generate electronic waste. Over the next decade, electricity demand from data centers and semiconductor factories in Japan is expected to increase more than 14-fold.

 

Attitudes on this issue vary. Some experts, such as Masaya Ishida of the Renewable Energy Research Institute, believe that improved energy efficiency could allow data center development to operate without interfering with emissions reductions, and that AI could even contribute to global carbon reduction. However, others worry that if Japan does not accelerate the development of data centers and supporting sustainable energy infrastructure, operators may turn to other countries. Meanwhile, residents in some parts of Japan have protested against data center construction, fearing its impact on urban aesthetics and regional energy supply. The future impact of data centers on Japan's decarbonization goals remains to be seen.
